There are unfortunately no easy workarounds using just form processing steps to accomplish this. As you've noted, the processing steps can be limited to a single conditional criteria.
A possible (but around about) alternative could be to add members to a segment when they meet the 2 criteria you specify (using 2 add to list steps, with 2 individual conditions). You can then set a process (automated or otherwise) to periodically clear records which belong in this list, and also ensure that these list members never flow to CRM.
