I am from Dialogue. We have a systems integrator partner in Australia that has used a normal Dialogue SMS account (not the cloud connector) to use SMS from Eloqua. The company is called Marketing Decisions (Marketing Decisions) and the principal is Bill McNamara. Let me know if you would like me to introduce you to them.
